What Venus does in the ninth house
Venus is the planet of what we like. It shows where we find pleasure, who we are drawn to, what we spend on and how we keep the peace. When it passes through a house, that part of life gets a gentler climate. Doors open a little more easily, people are more agreeable, and we tend to seek out what feels good there.

Money-wise Venus here favours spending on experience over things. Course fees, flights, books and language apps look reasonable. Legal matters that involve agreement, such as a settlement or a contract with a foreign party, tend to go more smoothly than they would under a harsher planet. Publishing and teaching work gets a warmer reception.
Limits and the rest of the chart
Venus describes a climate, not a fixed event. A pleasant climate for travel does not book the ticket, and a friendly spell for study does not sit the exam. If nothing in your life currently points towards the ninth house, the transit may pass as little more than a fortnight of wanting to be somewhere else.

The ninth house is not about home, so domestic life is usually quiet under Venus here. The exception is a relative abroad. - If Venus is retrograde, resist the urge to make new long-distance commitments and instead revisit a plan or a person from the past.
